Mental health professionals around the coun try participate in programs that assist or replace law enforcement in manag ing acute threats posed by Emotionally Disturbed Persons or “EDP’s.” Jurisd ictions vary in how they deploy mental health professionals in these circum stances and how they effectively collaborate with law enforcement. p> The Forensic Committee is proud to spon sor a panel presentation to review the research, background, and challenges of such programs and NYC’s plans for further collaboration between mental health and police in assisting both the severely mentally ill and their com munities.

Jennifer Goldman, MD is Medical Director for Crisis and Community Services, NYS Offi ce of Mental Health (OMH), where she oversees initiatives to expand and imp rove behavioral health crisis services both in New York City and the rest o f the state. She also assists in the development and expansion of outreach, engagement, and mental health services for homeless individuals. Prior to joining OMH, Dr. Goldman was the Director of Bellevue Hospital’s Comprehens ive Psychiatric Emergency Program (CPEP). She received her bachelor’s degre e from the University of Pennsylvania and her medical degree from SUNY Down state, where she graduated Alpha Omega Alpha. She completed a psychiatric r esidency and public psychiatry fellowship at the New York University School of Medicine. Dr. Goldman is a Clinical Associate Professor with the NYU Gr ossman School of Medicine’s Department of Psychiatry, and served as part of the NYU Public Psychiatry Fellowship’s faculty.
Chief Theresa C. To bin, Chief of Interagency Operations, New York Police Depar tment, joined the NYPD in 1983 and began her career on patrol in South Jama ica, Queens. She was promoted through the ranks to her current title of Chi ef of Interagency Operations, overseeing and facilitating the NYPD’s transi tion of certain non-emergency responsibilities to other appropriate primary agencies while maintaining support for those missions through a public saf ety scope. Additionally Chief Tobin oversees the Behavioral Health Division , which works with components of the criminal justice system, other governm ent agencies in health care, mental health advocates, and community members . Chief Tobin earned a Ph.D. and a master of arts degree in criminal justic e; a master’s degree in social work; and a bachelor of science degree in so ciology/social work. During her career, Chief Tobin has received numerous h onors and medals including the NYPD’s Medal of Valor and a Special Congress ional Recognition in honor of her heroism, bravery and sacrifice during the tumultuous events of September 11, 2001. She has been a New York State cer tified social worker since 1985. Chief Tobin is also a graduate of the Fede ral Bureau of Investigation Academy; the Police Management Institute; and H arvard University’s Senior Executives in State and Local Government Program .
