Mental health professionals around the country participate in programs that assist or replace law enforcement in managing acute threats posed by Emotionally Disturbed Persons or “EDP’s.” Jurisdictions vary in how they deploy mental health professionals in these circumstances and how they effectively collaborate with law enforcement.

The Forensic Committee is proud to sponsor a panel presentation to review the research, background, and challenges of such programs and NYC’s plans for further collaboration between mental health and police in assisting both the severely mentally ill and their communities.

Jennifer Goldman, MD is Medical Director for Crisis and Community Services, NYS Office of Mental Health (OMH), where she oversees initiatives to expand and improve behavioral health crisis services both in New York City and the rest of the state. She also assists in the development and expansion of outreach, engagement, and mental health services for homeless individuals. Prior to joining OMH, Dr. Goldman was the Director of Bellevue Hospital’s Comprehensive Psychiatric Emergency Program (CPEP). She received her bachelor’s degree from the University of Pennsylvania and her medical degree from SUNY Downstate, where she graduated Alpha Omega Alpha. She completed a psychiatric residency and public psychiatry fellowship at the New York University School of Medicine. Dr. Goldman is a Clinical Associate Professor with the NYU Grossman School of Medicine’s Department of Psychiatry, and served as part of the NYU Public Psychiatry Fellowship’s faculty.

Chief Theresa C. Tobin, Chief of Interagency Operations, New York Police Department, joined the NYPD in 1983 and began her career on patrol in South Jamaica, Queens. She was promoted through the ranks to her current title of Chief of Interagency Operations, overseeing and facilitating the NYPD’s transition of certain non-emergency responsibilities to other appropriate primary agencies while maintaining support for those missions through a public safety scope. Additionally Chief Tobin oversees the Behavioral Health Division, which works with components of the criminal justice system, other government agencies in health care, mental health advocates, and community members. Chief Tobin earned a Ph.D. and a master of arts degree in criminal justice; a master’s degree in social work; and a bachelor of science degree in sociology/social work. During her career, Chief Tobin has received numerous honors and medals including the NYPD’s Medal of Valor and a Special Congressional Recognition in honor of her heroism, bravery and sacrifice during the tumultuous events of September 11, 2001. She has been a New York State certified social worker since 1985. Chief Tobin is also a graduate of the Federal Bureau of Investigation Academy; the Police Management Institute; and Harvard University’s Senior Executives in State and Local Government Program.
